L.A. Noire's Reefer Madness kind of run's similar to the original Reefer Madness which was used to thwart the use of marijuana. But where the original Reefer madness was more of a cautionary tale L.A. Noire's Reefer Madness is more of cease and desist order to all who profit from the sale of "reefer". Oh yeah and Detective Cole Phelps sends his love with bullets. It's kind of funny how back then the government and law enforcement tried so hard to stop the use of alcohol and marijuana making them both illegal only to have them both used more heavily now than ever in today's world. There's a lot of irony to that.
The aforementioned "Reefer Madness" was a cautionary tale, created in 1936, funded by a church group and used to teach teenagers about the dangerous and consequential use of marijuana. The movie was also known as Tell Your Children. The cautionary piece was cheesy and stretched the extremes of drug use to play to the minds of young teenagers of that time which obviously didn't really work. The movie was bought and re-released through the exploitation circuit under numerous names.
The film was later forgotten then reintroduced to kids of the 1970s where it was embraced as a cult classic. In 2004 the movie was brought back to life by 20th Century Fox and Legend Films in color. In 2005 a musical was created based from the movie.
